What is a Framework?

Frameworks allow a quick and easy “route to market” for public sector organisations and charities. They are set up by running a full procurement exercise to allow the buyer (or buyers) to award suppliers places on the framework. Frameworks usually operate for a fixed-term period of around four years, during which time clients may call off services by running a simplified procurement process (mini-competition) or directly award utilising the services of the approved suppliers. Many frameworks offer the opportunity of appointing multi-disciplinary services to meet the client’s full consultancy needs.

SCAPE Consultancy Framework

Perfect Circle is a joint venture between Pick Everard, Gleeds and AECOM, set up to deliver on two of the three lots across the SCAPE £1 billion consultancy framework for England, Wales and Northern Ireland. The framework operates until January 2027.

Following on from the success of leading the SCAPE Built Environment Consultancy Services (BECS) framework, Perfect Circle is delivering:

  • Lot 1: Built Environment
  • Lot 2: Infrastructure

Perfect Circle has assembled a supply chain of more than 800 partners across the UK, helping micro-businesses and SMEs to work with a diverse range of public sector organisations.

Crown Commercial Service Construction Professional Services Framework

The Crown Commercial Service (CCS) Construction Professional Services (CPS) framework is a national framework that provides professional services to the public sector and is accessible to all central government departments, local authorities, and the wider public sector.

The framework provides access to broad, strategic advice on property and civil engineering projects across a range of disciplines and functions.

Gleeds is appointed on three lots:

  • Lot 2: Urban Regeneration
  • Lot 5: Defence

Crown Commercial Services Construction Professional Services Dynamic Purchasing System 

Crown Commercial Services Dynamic Purchasing System has been set up as a quick solution to buying construction services.  The DPS provides the flexibility to choose from a range of suppliers based across the UK. Once selected, clients run a call-off competition process.

NHS Shared Business Services Healthcare Planning, Construction Consultancy and Ancillary Services Framework (HPCCAS) 

NHS Shared Business Services (SBS) is a national provider for a range of Health and Corporate Services Framework Agreements. The NHS SBS HPCCAS Framework is open to all public sector clients and provides a compliant route to access construction consultancy services for the NHS and public sector organisations. This framework, which provides for direct appointment, covers construction consulting services for traditional, design & build, new-build, and refurbishment projects.

Gleeds is appointed on six lots:

  • Lot 1: Architectural Services (for intelligence & potential BS led design services)
  • Lot 2: Project Management
  • Lot 4: Quantity Surveying
  • Lot 8: Building Surveying
  • Lot 10: Net Zero, Environmental Consultancy & Sustainability

Procure Partnerships Framework

The Procure Partnerships Framework is accessible to all public sector entities across England and Wales to support them in procuring their contracting partners.

Designed to be both simple to use and flexible, giving clients choices with call-off options, procurement options and call-off contracts.

The framework is structured around 11 regional lots to support local delivery within national governance. Gleeds has been successfully appointed to deliver project management, cost management and building surveying services in all 11 regions.

Homes England Development and Regeneration Technical Service Framework

The Homes England DaRTS Framework can be used by any public sector organisation and forms part of a suite of Homes England frameworks.

The framework will support Homes England’s five-year strategic plan published in May 2023 which sets out to support communities and families by enabling the delivery of more good quality, affordable homes alongside the regeneration of towns and cities across England.

Gleeds' services can be accessed through Lot 1 Technical Professional Service which enables both single and multi-disciplinary services.

ESPO Property Building & Infrastructure Advice and Management Framework

This ESPO framework offers customers a quick, simple and competitive route to obtaining property advice and management services. The framework is a select list of suppliers, all with a proven track record of delivering property, building and infrastructure advice and management services, from whom local authorities, schools and other eligible UK public bodies may purchase services quickly and simply.

Gleeds is an incumbent supplier to ESPO which is one of the UK’s largest public sector professional buying organisations. It operates on a not-for-profit cost recovery basis and is committed to delivering the best value to its customers, suppliers and local communities.

Gleeds is appointed to ESPO on four regional lots which offer full coverage of England, Wales, Scotland and Northern Ireland
