What are frameworks?

Frameworks allow a quick and easy “route to market” for public sector organisations and charities. They are set up by running a full procurement exercise to allow the buyer (or buyers) to select suitable suppliers. Suppliers are then awarded places on the framework, usually for a fixed-term period of around four years, after which no newcommissions can be added. When the buyer is ready, they will run asimplified procurement among the suppliers on this list or potentially a direct award.

SCAPE Consultancy Framework

Perfect Circle is a joint venture between Pick Everard, Gleeds and AECOM, set up to deliver on two of the three lots across the SCAPE £1 billion Consultancy framework for England, Wales and Northern Ireland – which runs from January 2021 until 2025.

Following on from the success of leading the SCAPE Built Environment Consultancy Services (BECS) framework, Perfect Circle is delivering:
- Lot 1: Built Environment
- Lot 2: Infrastructure

Perfect Circle has assembled a supply chain of more than 680 partners across the UK, helping micro-businesses and SMEs to work with a diverse range of public sector organisations.

Crown Commercial Service Project Management Full Design Team Services Framework

The Crown Commercial Service (CCS) Project Management and Full Design Services framework is a national framework that provides professional services to the public sector and is accessible to all central government departments, local authorities, and the wider public sector.

CCS procures the largest annual spend of any UK-wide framework, with approximately £250 million procured under the framework in total per annum. This framework provides broad, strategic advice on property projects across a range of disciplines and functions.

Gleeds is appointed on three lots:
- Lot 1: Multi-disciplinary
- Lot 2: Project Management
- Lot 4: Cost Management

NHS Shared Business Services Construction Consultancy Framework 2

NHS Shared Business Services (SBS) is a national provider for a range of Health and Corporate Services Framework Agreements. NHS SBS is the most flexible public sector framework in the UK that offers the opportunity for clients to use one or multiple services. The NHS SBS Construction Consultancy Framework 2 is open to all public sector clients and provides a compliant route to access construction consultancy services for the NHS and public sector organisations. This framework covers construction consulting services for traditional design build, new-build, and refurbishment projects.

- Lot 2: Project Management
- Lot 4: Quantity Surveying
- Lot 7: Building Surveying
- Lot 9: Environmental Consultants (incl. BREEAM)
- Lot 12: Ancillary Services (incl. Multi-disciplinary)

Procure Partnerships Framework

The Procure Partnerships Framework is accessible to all public sector entities across England and Wales to support them in procuring their contracting partners.

Designed to be both simple to use and flexible, giving clients choices with call-off options, procurement options and call-off contracts.

The framework is structured around 11 regional lots to support local delivery within national governance. Gleeds has been successfully appointed to deliver project management, cost management and building surveying services in all 11 regions.

Homes England Multidisciplinary Technical Services Framework

The £100 million Homes England Multidisciplinary Panel Framework can be used by any public sector organisation at no cost and forms part of the suite of Homes England frameworks.

Over 300 have signed up for the 2019-2023 framework. Part of its role is to support the government’s land agenda, which aims to increase economic activity and promote and accelerate housing delivery.

Gleeds is named as one of 20 specialists to have been appointed to help the government meet their ambitious target to deliver 300,000 homes by the mid-2020s.

ESPO Property Advice and Management Services Framework

This ESPO framework offers customers a quick, simple and competitive route to obtaining property advice and management services. The framework is a select list of suppliers, all with a proven track record of delivering property, building and infrastructure advice and management services, from whom local authorities, schools and other eligible UK public bodies may purchase services quickly and simply.

Gleeds is an incumbent supplier to ESPO which is one of the UK’s largest public sector professional buying organisations. It operates on a not-for-profit cost recovery basis and is committed to delivering best value to its customers, suppliers and local communities.

Gleeds is appointed on two lots:
- Lot 1a: London & SE (Property & Buildings)
- Lot 1b: Rest of UK (Property & Buildings)
